EDCO, Encinitas start food waste program in line with state law

San Marcos-based EDCO launched a new organics recycling program in June to encourage residents to recycle food waste, putting Encinitas, and the rest of San Diego County, in compliance with a state law requiring organics waste reduction by 2022.
