Oceanside CA— Council Member Rodriguez accompanied the Oceanside Police Department (OPD) and Homeless Outreach Team (HOT) as they conducted an outreach sweep of the San Luis Rey riverbed just North of CA-76 and east of Capistrano Park on October 1st, 2019 between the hours of 5:00am to 7:00am resulting in referral support and case management to self-declared homeless individuals seeking assistance. The sweep also produced 15 misdemeanor arrests, 5 felony arrests and 26 citations were issued.
The primary objective of the sweep was homeless outreach provided by OPD’s Homeless Outreach Team (HOT). The Secondary, objective was to identify “abandoned encampments” and posting 72-hour notice before removal of debris and paraphernalia and crime suppression.
