Hubbard, Mosca ahead in Encinitas city races; Blakespear has wide margin for mayor
Council seats elected under district system for first time

Jody Hubbard and Joe Mosca are leading their races for the first two by-district seats on the Encinitas City Council, according to the San Diego County Registrar of Voters as of 10:55 a.m. Wednesday.
Hubbard was ahead of incumbent Mark Muir in District 3 with 53.32 percent to 46.68 percent, with 75 percent of precincts reporting. The district includes Cardiff-by-the-Sea.
Mosca, an appointed incumbent, was ahead of Tony Brandenburg in District 4 with 51.32 percent to 48.68 percent, with 71 percent of precincts reporting. The district includes Olivenhain.
In the Encinitas mayor’s race, which is an at-large election, incumbent Catherine Blakespear had a significant lead over her opponent, John Paul Elliott, 84.49 percent to 15.51 percent, with 63 percent of precincts reporting.
