Encinitas now has an interim city manager after Pam Antil and the City Council agreed to part ways on Nov. 20.
City Attorney Tarquin Preziosi announced the decision in a report from closed session presented at the City Council meeting last Wednesday, the same day that the termination was effective. Antil was hired in September 2020.
“While in closed session, the City Council on motion by Mayor (Tony) Kranz, which was seconded by Councilmember (Bruce) Ehlers, voted 5-0 to authorize the execution of a mutual agreement between the city and Ms. Antil,” Preziosi said. “This agreement will conclude Ms. Antil’s employment as city manager effective Nov. 20, 2024.”
The decision was reached during a closed-session public employee performance evaluation, Preziosi said in his City Council report. However, no reason for the departure was given in the announcement or in a follow-up statement from the city.
“The Encinitas City Council and City Manager Pamela Antil have amicably agreed to end Antil’s employment contract effective 11/20/24 citing no cause for the action,” the city stated in its announcement last week. “As such, the City Council and Ms. Antil entered into a Separation Agreement and City Council authorized payment of a severance package consistent with her Employment Agreement.”
Assistant City Manager Jennifer Campbell will serve in the lead role on an interim basis as city officials determine the steps to formally fill the position.
In the city’s statement, Mayor Tony Kranz praised Antil’s work on Encinitas’ state-mandated housing element and the Leucadia Streetscape project, among other efforts.
“During her tenure, Ms. Antil successfully took us through the adoption of the City’s first approved housing element, led the staff through the completion of the El Portal Underpass, Phases 1 and 2 of the Leucadia Streetscape project, and the opening of Pacific View Arts Center,” Kranz stated. “We appreciate Pam’s contributions to Encinitas and wish her the best in her future endeavors.”
Antil said she appreciated her time working for Encinitas, according to the city’s statement.
“It’s been my honor and pleasure to serve the Encinitas community,” Antil stated.
