Bonsall CA— On July 10, 2020, a victim’s purse, which contained personal items and credit cards, was stolen in the 5500 block of Mission Road in Bonsall. Shortly after the theft, surveillance video captured a male and female suspect fraudulently using the victim’s credit card at several locations in North County. Video surveillance also captured the same suspects in two attempted commercial burglaries in the 1700 block of E. Vista Way in Vista on July 21st and July 23rd.
During a joint follow up investigation by detectives from the Vista Sheriff’s Station and the Fallbrook Sheriff’s Substation, two suspects have been identified as Raul Rios and Estella Velez.
On July 29, 2020, Raul Rios and Estella Velez were arrested for their involvement in the burglaries and ID theft. Velez is a Sheriff’s employee working at the Vista Detention Facility as a licensed vocational nurse.
Velez was booked into the Las Colinas Detention and Reentry Facility for conspiracy and theft related charges. Raul Rios was booked into the San Diego Central Jail for conspiracy and theft related charges.
The investigation is ongoing.
