Kristin Gaspar will serve as Encinitas’ first elected mayor, according to final returns from the Nov. 4 election.
Catherine Blakespear will take a seat on the City Council, the returns show.
Encinitas voters rejected Proposition F, a measure that sought to allow regulated medical marijuana dispensaries in the city.
With 100 percent of precincts reporting, Gaspar received a little more than 48 percent of the vote for mayor, followed by Councilman with 32 percent.
The field for Encinitas’ first elected mayor was robust, with five candidates vying for the seat. Voters opted to make the formerly ceremonial position an elected seat in November 2012. The mayor will serve a two-year term.
Gaspar and Kranz are already on the City Council, with Gaspar serving as the appointed mayor up until now. Kranz will retain his current council seat, with Blakespear joining the group. Councilwoman Teresa Barth did not run for re-election.
The results are preliminary, according to the registrar of voters, with about 180,000 absentee and provisional ballots remaining to be counted region-wide as of 1:08 p.m. Nov. 5.

Kristin Gaspar: 6,272 votes, 48.04 percent
Tony Kranz: 4,212 votes, 32.26 percent
Sheila S. Cameron: 1,708 votes, 13.08 percent
Mike Bawany: 476 votes, 3.65 percent
Alex Fidel: 387 votes, 2.96 percent
Council seat vote breakdown:
Catherine Blakespear: 4,583 votes, 38.32 percent
Alan Lerchbacker: 3,946 votes, 32.99 percent
Julie Graboi: 2,370 votes, 19.82 percent
Bryan M. Ziegler: 1,061 votes, 8.87 percent
Proposition F vote breakdown:
No: 7,505 votes, 56.09 percent
Yes: 5,875 votes, 43.91 percent
