The collision occurred in the 3300 block of Oceanside Blvd just east of El Camino Real. Haulcy, driving the Impala, was traveling westbound and Shiel, in the Mazda, and Waters, in the Toyota, were traveling eastbound.
The preliminary investigation revealed that Haulcy, in the Chevy Impala, had been driving in the simulated median and then turned into the #1 eastbound lane causing a head-on collision with Shiel. It appears that Waters was following behind Shiel and was also struck by Haulcy. The force of the collision caused the Impala to roll over on the driver side and continue onto its roof.
The condition of Haulcy is currently unknown. Shiel is listed in critical condition with major head trauma, a broken arm, and a broken leg.
The Oceanside Police Department’s Major Accident Investigation Team is conducting the investigation.
It has not yet been determined if speed or alcohol may have contributed to the collision. Anyone who may have witnessed the collision and/or seen anything leading up to the collision is asked to call Accident Investigator Bryan Hendrix at (760) 435-4882.
